Norfolk and Suffolk police sign seven year outsourcing deal with Capgemini

The Police and Crime Commissioners of Norfolk and Suffolk Constabularies have signed a seven year outsourcing deal with Capgemini to manage its back-office systems.

Worth up to £3.75 million, Capgemini will supply, implement and support an ERP and Duty Management System (DMS) for the police forces.

It is hoped that the deal will deliver savings through efficiencies in back-office and support services, as well as cross-border collaboration and the combining of force business support departments.

Stephen Bett, Police and Crime Commissioner for Norfolk, said: “Anything that cuts down on administration and process and frees up police time has to be a good thing. This is yet another example of collaboration between our two forces in action and will help both be more effective and more efficient.”

The constabularies will be using Capgemini’s Transform Police (t-Police) product, which the outsourcer describes as a “secure, integrated policing solution built on a flexible technology platform”. It claims that t-Police provides information on the available skilled officers on duty, compliance with Police Time Regulations and standard police reporting requirements.

Cheshire and Northampton Police were the first to implement t-Police in 2012, where cost savings of 38 percent have been achieved.

According Capgemini, t-Police not only allows for the traditional back-office functions to be shared (HR, finance, payroll, procurement), but also includes IT transactional services and more of the frontline support functions, such as training, estates and logistical support.

Tim Passmore, Police and Crime Commissioner for Suffolk, said: “This new system will positively redress the balance of staff time spent on the front-line and administration tasks. This is a good example of the benefits of collaboration; the two Constabularies working together to provide the very best value for the people of Suffolk.”
