Voting technology roundup: Some struggles in the Southwest

Texas has struggled to bring its database into compliance with the Help America Vote Act (HAVA) and will not have it in final form for the 2006 elections; the state also faces controversy over the use in some precincts of electronic machines that cannot produce a voter-verified paper audit trail (VVPAT). In addition, officials have discovered a bug that truncates candidate names on certain Hart InterCivic Machines. Arkansas has had trouble getting its contracted voting machines from Omaha-based ES&S. A court battle in New Mexico led in June 2006 to SB1557, a law requiring that direct-record electronic (DRE) machines produce verifiable paper trails, but it appears unlikely that all 33 counties will have appropriate machines in place for November's elections.
