President Obama outlined his administration's plan on Thursday to deliver high-speed mobile broadband to 98% of U.S. residents within five years. The proposal's cost is likely to raise questions from conservative lawmakers, and some supporters have raised concerns that it benefits large mobile carriers. Is the proposal realistic?
