Secure desktop is a dramatic-looking darkened background that appears whenever User Account Controls puts up a confirmation dialog. The point of the visuals is to signify that something bad could be happening, so make a smart judgment call. Did you initiate this action? If not, don't allow it. But after you've seen secure desktop a couple hundred times, it just looks a little silly.
