Director comes to this project manager pilot fish demanding to know why fish is overspending his budget for a project.

"Upon looking at the numbers, I calculated that I was on target and told him so," says fish.

"But he insisted I fire some staff to reduce the spend, which I did, causing a surplus to form.

"Later it came out that he was siphoning the surplus from the budget to fund an under-the-table pet project of his own!"
