No surprise: Microsoft's Steve Ballmer doesn't make list of top 50 CEOs; approval rating is still under 50%

Glassdoor is out with its annual ranking of the top 50 CEOs in America, and once again Steve Ballmer didn't make the list. His favorability rating languishes at less than half of the top-rated CEO, Facebook's Mark Zuckerberg.

Zuckerberg gets a 99% approval rating to take the number one spot. Glassdoor calculates favorability ratings based on over half a million reviews by employees done between February 25, 2012 and February 24, 2013. His rating is up 14 points from last year.

Last year's winner, Apple's Tim Cook, fell to number 18 on the list, as his favorability fell four points to 93%. Other notable tech CEOs on the list include Google's Larry Page at number 11, with a 95% rating, the same as he had last year, Intel's Paul Otellini, at number 21 down 1 point for a 91% rating, Oracle's Larry Ellison at 46, with the same 82% rating he had a year ago, and Dell's Michael Dell at 49, up 9 points for an 81% rating.

Steve Ballmer was nowhere near making the list. He only gets a 47% rating from Microsoft employees. That's actually an improvement over some other years. In December of 2011, he had only a 35% rating, giving him the third worst rating of CEOS of more than 50 tech companies.
